A new evaluation system for tracking the effectiveness of Michigan public school teachers has been submitted to the state. Recommendations by the Michigan Council for Educator Effectiveness have been made to Gov. Rick Snyder, some legislators and state education officials.
They include multiple classroom observations during the school year of teachers who would be evaluated on their teaching practices and student academic growth based on standardized tests. School administrators also would be evaluated. Hearings on the system could begin this summer if approved by the Legislature.
Schools would be required to have the evaluation system in place by the 2015 academic year. Under the plan, teachers, district superintendents, principals and assistant principals would be rated "professional," ''provisional" or "ineffective." Ineffective ratings for two consecutive years could result in dismissal.
